1. Open the image you wish to frame in PSP.
2. Make your background a solid color that is complimentary to your picture. Alternatively you may use a gold fill (see below).
3. Add a 2 pixel border: Image>border>2 pixel. Be sure the symmetrical box is checked. Use your Magic Wand to select the border.
4. Invert selection. Effects > 3D Effects > Cutout. Apply settings as shown below. First use horizontal and vertical at "2", repeat cutout with horizontal and vertical at "-2"

5. Deselect.
6. Change your background to any other color. Add a 20 pixel symmetrical border.
7. Using your magic wand, select the new 20 pixel border and flood fill with your original background color. Do NOT deselect.
8. Go to: Effects > PlugIn Filters > VM Distortion > Tiles-A-Go-Go and apply the following settings:

9. Keep selected and go to: Effects > 3D Effects > Inner Bevel. Apply as follows:

10. Deselect.
11. Add a 2 pixel symmetrical border to your image. Select border with your magic wand and flood fill with the original background color. Apply the same inner bevel. Deselect. If you need to resize this picture, remember to use Sharpen > Sharpen.
