1. Open the image you wish to frame in PSP.
2. Make your background a solid color that is complimentary to your picture, a dark color works best.
3. Add a 5 pixel border: Image > border > 5 pixel. Be sure the symmetrical box is checked.
4. Use your Magic Wand to select the border.
5. Selections > Invert.
Effects > 3D Effects > Cutout.
Apply settings as shown below.
First use horizontal and vertical at "2", repeat cutout with horizontal and vertical at "-2"

6. Selections > Invert.
7. Effects > 3D Effects > Inner Bevel.
Apply with the following settings:

8. Selections > None.
9. Image > border > 35 pixel. Symmetrical box is CHECKED.
10. Use your Magic Wand to select this border.
11. Effects > PlugIn Filters > Two Moons > RotoBlades:

12. Do NOT deselect. Effects > 3D Effects > Inner Bevel
Apply the same settings as before.
13. Selections > Select None.
14. Image > Border > 5 pixel symmetrical border.
15. Use your Magic Wand to select the border.
16. Selections > Invert.
17. Effects > 3D Effects > Cutout
Apply the same cutout as before.
18. Selections > Invert.
19. Effects > 3D Effects > Inner Bevel
Apply the same inner bevel as before.
Your frame is completed! Resize as needed and Sharpen > Sharpen.
